I operate an automations development business, as a part of this we use a lot of forms for client workflows. Currently we use a combination of JotForm and MS forms hosted in clients own accounts.
What is stopping me from spinning up a managed Word Press site installing a forms plugin (looked at WPForms & Forminator) and hosting these forms myself on a monthly subscription to clients rather than paying JotForm or Microsoft?
Worth noting that we don’t store any data on platform, all submissions are submit to APIs where the data is dealt with.
Appreciate any thoughts.

Nothing is stopping you from doing that. Though I’m assuming you’d need to setup a site for each client? Or you’d build a custom theme with minimal (or no) branding.
Literally nothing is stopping you. There’s a lot of competition, which may hinder entry into the market, but nothing prevents you from trying.
Let me ask you this, because we live in America after all.
What kind of information is stored on these forms ? Is any of it PII ? Or sensitive PII ?
Even if it is not, and you suffer a data breach, due to your own negligence or due to maybe a bug in a plugin that gets exploited, or do to any other hacking attempt and success ?

I helped, some people not to long ago and honesty there were a million ways to implement such solutions, but since it was dealing with lawyers , I insisted on using docusign for offloading the risk to a third party.
Trust me, lawyers these days, are circulating and ready to pounce on even the slightest stupid thing, let alone a data breach.
I was in Risk Compliance and Security for 20 years before I was sick and tired of it and Compliance is a black hole and a money pit. No matter how much you throw at it, it is never enough.
We have two websites basically to serve only forms serving employees within a company. We use gravity forms + gravity flow to develop not only forms but a complete workflow upon submitting the form. For example some forms may ask for approvals from the direct supervisor or some forms will retrive data from an external api or forms update the erp. So advanced that our client prefer the wordpress forms over Oracle EBS workflows.
