Frontend WordPress User Role

Hi!
Does anyone know of any plugin I can use to allow a site member change other users’ role from frontend?

I don’t want the site member to access wordpress dashboard. So my intent is to create a page, give that user access to that page and add the Role changing capability inside of that page.

Any suggestions would be much appreciated.
