Rather than having a dedicated “about” page, I have an “about” section on my home page, and I’m using HTML Anchor Text to get to it from the header menu (in addition to just scrolling through it on the home page).
Unfortunately, Google is using a blurb from this section as the meta description for my homepage.
I’ve already set my meta description for the home page through Yoast SEO, but for some reason this anchor text section is what’s being shown.
My homepage is indedexed in search console, and the /#about-section is not.
I can’t for the life of me figure out how to fix this!!
Any help is appreciated:)

Google will write their own meta desc if they think your version doesn’t match what the page is about.
Will rewrite it per different queries. Try finding the homepage with diff. search terms.
how long did you give google to update it to your yoast meta? did you use search console to request a re-index of your page?
Google may use a different text to show on the SERP if it thinks that content better serves the intent of the user. Note that what appears on the SERP depends on the search term being used. If Google decides to use a different text for a specific search term, there isn’t really much you can do about it other than to better optimize your content.
