Hello Dear User,
Google and Apple Payment buttons are the express checkout options which enables user to pay for a product or cart without entering their address details. In the background the plugin gets this information from the button’s API and creates an order in WooCommerce system.
If the guest checkout is enabled in the WooCommerce system the user dont need to be logged in for using these buttons, since WooCommerce will accept order without Customer being logged in.
If the user is not logged in with Google account again it is not a problem for implementation which the payment window will force user to login to their account.
This is the correct behaviour of the plugin. Please let us know if you experience any particular issue.

I am currently using Stripe and I believe that plugin only shows the Google Pay button to the user if they are logged in to their google account.
If this is the case it may be helpful to have an option where you can select to show the google pay button to all users or just those users that are logged in to google/using google pay.
