As our Image Hover is a custom plugin, not based on Elementor builder our custom CSS or jquery are not loading properly for the very first time when you add our shortcode into elementor page builder. In this case, we suggest you add our shortcode and saved it. once saved, please check after reloading the dev page.
Once reloading the page, all CSS or js will load properly and you will get proper image hover effects.
