Firstly, I am using the Free version of Astra.
In Header Builder there is an option to change the Menu colors.
The line that has Text / Link lets you change the color for Normal Hover and Active. No matter what I change these to my Menu text remains the same.
Another question (possibly not an Astra issue) is – why is the text color a different shade for Elementor links? You will see what I mean if you open the page.
