How do I get a free cookie banner and a privacy policy?

I've been going through different resources, and it looks like WordPress's basic privacy policy isn't enough. It doesn't list my company, among other things. So I've been going form one site to the next trying to find the best way to get one for free. I'm also having trouble finding a good cookie banner. I don't like the cookie consent block because it doesn't have an opt out button, and I think that's required in some jurisdictions.

I have the $9 plan, and that's all I plan on using for now. So I can't use plug-ins. There must be a way.
