I am in Canada, we speak English and French (officially).
I run a news website. One of my co-workers that helps me out lives in Canada. He is Cambodian, he left Cambodia when he was 3. He is planning on moving back to Phnom Penh (capital of Cambodia).
The news website is in English and will stay that way. In phpBB you can install language packs. I never managed a WordPress website in another language.
It is possible to add a language for the admin site that when my co-worker logs in sees things in Khmer, while when I log in is in English? Obviously he’d still write posts in English.
