If you click on the modal content box you can start typing and you get a text type editor. But there is a plus sign on the right (when the modal content block is selected), if you click on that then it allows you to insert a block, this can be any block e.g. an image block. You get use as many blocks as you want, arrange them into columns, pretty much everything you can do in the main block editor.
