How to add discussion forum

Hi

I am looking to make a website, that has multiple topics with comment sections. The point is that I determine the topics and the users can then discuss them. Thus the users cannot make their own topics. They can only comment in the comment section. My thought is that the comment section should look something like this comment section (but just alot more modern):

I tried a lot of forum plugins likke bbpress, asgaro, discussion board and wp foro forum, but I cant make them a comment section, where the users cant create their own topics. I also wondered if it is really a chat that Im after (which it might be) but I know that I am not looking for a live chat. I already tried Ajax simple chat and wise chat and the live chat format is not what I am after.
