This is not something that can be answered in just one reddit post. Who pays the hosting depends on the contract (I have clients who have their own hosting, but also who are hosted on my server).
What you first need to know is how to build a good website without elementor or divi or other useless overbloated builder. Pricing your work can vary from $5 per hour to $100-200 per hour.
