HOW TO FIX: Meta Robots Set to NoIndex, NoFollow

One of our users noticed that our site no longer appeared in a Google search. Upon a quick inspection of the page source, I see that the header lists:

<meta name="robots" content="noindex, nofollow" />

I cannot figure out how to fix this in Yoast, as the sitemaps are working and contain all the pages, and under each page under the Yoast Advanced settings, the Allow search engines to show this content in search results? and Allow search engines to show this content in search results? are both set to Yes.

UPDATE: Issue was that under Settings -> Reading the site was set to “Discourage search engines from indexing this site”
