SOLVED: after posting this, figured it out, am posting solution in case anyone read this in future. css has nothing to do with it. i deleted the CSS as it was inconsequential, at least for us.
here’s how we fixed it:
go to appearance –> customize –> global –> colors –> borders, and change it to whatever the color of your website is.
hope this helps someone out there.
