How to hide user.ini file wordfence keeps creating

Wordfence keeps creating a user.ini file, which I am aware it needs, but it then flags this as a security risk.. but provides no help in hiding this file. My server setup means that Wordfence cannot hide this file and tells me to manually do this.. however it does not provide any context to how I can do this..

I tried changing the permissions so that only the owner can open it, however this still leaves it flagged as a risk.

Please can someone tell me what I am meant to do?

I am using cloudpanel with varnish cache, so if there is somewhere else I can add this information, that will be maybe wiser.. otherwise I am at a loss as what it means by hiding the file..
