I am currently developing a website and intend to use WordPress .org as a CMS while deploying and hosting the front end on Netlify. I will integrate the content through GraphQL queries, so need access to the plugins library etc

Is there any way of setting up [wordpress.org]) for free purely for the purpose of CMS without using a hosting service paid integration? (without the set-up from Godaddy, Bluehost, Hostinger ect etc) I would like to scale this setup for clients and including the subscription to the hosting service makes the pricing and execution slightly convoluted.

One way would be to build on your system using LocalWp and use the [Live Links]) to give access to the client.
I think you’re looking at things a bit wrong.
When taking on new clients you should always insist they purchase their own hosting.
Doing this will take away their presumption that you’ll be on call 24/7.
Also, as a business, they should have everything in their name in case something happens to you and, also so they have full control over the account.
Take the lead and recommend a quality host, and possibly even sign up to their affiliate scheme so you make a few quid each time.
