Found it – the style settings for Navigation are not part of the Navigation pattern, but instead shown on the page where that pattern is instantiated. So, since my menu is in a header, Appearance->Editor->Patterns->[My header]->[the Navigation Block]->Styles->Submenu and overlay background. Simple, but not obvious to me how style settings are divided between the Pattern and a use of that pattern.
