I am trying to help someone with their website and – db cleanup

They hadn’t updated the software in many years. So I got everything updated. The theme they used hadn’t been updated in years. So obviously I replace that. However the theme (and it’s page builder) left behind code.

Is it safe to just remove the db table rows?
