I want to start my blogging website using wordpress

I have a complete online course in my local language. But the problem is that, I have lot of questions and no one here to ans mg and that’s why I am wasting my time. I don’t know when to buy a domain name before or after creating a website. i don’t know wordpress. com or wordpress. org should I use.
