Images missing after optimization | WordPress.org

After running the “Strong” optimization level, three images on my page don’t load (Forms image and Find eClaims provider under “For Our Customers” section, and logo in footer). Occasionally, if you refresh the page a few times and scroll back and forth, then they randomly load. If I only use “Standard” optimization, they load fine, but as soon as I go to “Balanced” or higher, they go missing. All other images on the page are fine. When I do a page inspection, its showing “data:image/svg+xml…” where the image URL should be.
