Also, the static site that was generated looks nothing like my actual website. All the CSS is broken. Is this plugin not compatible with Elementor?
If I change “Destination URLs” to “save for offline use”, then it looks right, but keeping it at the default “relative” option causes CSS to break.

thanks for your report!
Usually, you don’t want to use any caching plugin in combination with Simply Static as it doesn’t have any benefit on the static website and can cause some trouble while exporting (missing changes, missing styles due to versioned CSS files and so on..).
However, we should at least show a notice in Simply Static to explain why that happens and what the solution would be.
Elementor
Elementor works with Simply Static, but due to the auto-bundling of scripts within Elementor, there are often a couple of styles and scripts missing.
To prevent that, add the path to the plugin directory in Simply Static -> Settings-> Include/Exclude -> Additional Files and Directories.
