Install plugin Drop files box greyed out (WordPress.com)

I’m trying to install a plug-in (siteorigin-installer-developer.zip) but when I go to plugins -> Upload the drag and drop box is greyed out – I can install plugins from the search box.

Any ideas? Thank you!
