I’ve checked your site and I’ve noticed that popup code is visible on pages other than homepage, while it is not present on the homepage of your site, most certainly because your site uses static page for it.
In any case, you need to make sure that the popup code is inserted on that page too, and visible upon page inspection. Once you have that fixed, you will be able to launch your popup.
