is it ingenious to create a very flashy demo of the wordpress them when the actual them sold is barebones

I have experienced it a few times. The theme looks so flashy on the “demo” shown on the themeforest (or wherever) but when I purchase it – there is nothing just a barebones structure with no images or fonts or content that made up the demo,

Its a huge climb from that point to create the images and content to get it to demo quality..

My question is should it not be clear what is included and what is not in a “theme”?
And is it not ingenious to not do that?
