Is it still worth developing a classic theme?

I'm learning how to develop a theme and I've come across a lot of new content about block themes. Most people say that it's not worth developing a classic theme because WordPress is focusing updates on block themes, which are often described as the future.

I don't doubt that block themes are the future, but when considering customization and developers who still don't use page builders to create websites, are block themes still the better choice?
