Is there any way to experiment with selfmade WordPress themes without getting a subscription?

Title says it. I got into learning HTML and CSS by myself a few years ago and would now like to start building websites that i could potentially pass on to other people without having to maintain them by updating the code to add new information. I watched a few tutorials and it seems easy to connect a selfmade html theme to the WordPress backend but i can’t seem to find a way to upload my selfmade themes without having to pay for the WordPress business plan.
