Is there somewhere to report a plugin for potential rule violation

I would like to first find any such rules for plugin creators, but I would never have thought about this being a possible rule violation. That is, until the plugin support people themselves responded to someone’s review saying “wordpress doesnt allow this.. so we created this opt in system”

Except the opt in system doesn’t really correct the thing that WordPress apparently doesn’t allow.

Basically a company is holding data entries behind a paywall. “You can use our plugin free, but if you actually want to see the data collected, you need to pay.”
