It looks like whitehouse.gov uses wordpress. Is this true and if so, what did they do to make it so fast and responsive?

Just what the title says. I want to set up a relatively low volume (hundreds of hits per day) woocommerce site and want it to be as fast as possible. If [whitehouse.gov]) is really built with wordpress there must be lessons to be learned on how they made WP so fast and responsive.
