Javascript not loading properly for guest due to encoding

I made a calculator that needed a few object variable in chinese character. These variable loads fine and work properly when I’m logged in, but when I’m not logged in, it’s showing ascII composition like &#19985 . Has anyone encounter encoding issue like this?
