That problem can occur if you have a JavaScript error that prevents other functionality for working – eg. the code that “dismisses” the panel.
In other words, it sounds like you have a JS error in your admin that prevents the popup from being hidden.
Please check in your JavaScript console (DevTools) for error messages.
Here you should be able to see where the error comes from. If it is another plugin you can try to disable the other plugin causing the error and try to hide the banner again.
Sorry for the hassle, but something else on your website is preventing the plugin from saving the info and that leads to you seeing the popup repeatedly.
