Default positioned layers can’t overlap like this, but Absolute positioned layers can:
Probably the best responsive way to set up something like this would be adding the the very bottom layer in Default position, and the layers which overlap it in Absolute position, so there would be enough space for the layers to show on mobile.
The individual animation can be done with the Pro version, using layer animations:
