I understand you’d like to switch from Stripe to WooPayments. In this case yes you’d need to create a new account as WooPayments works with Stripe Express.
When you install and sign up for WooPayments, a special type of Stripe account is created for you. This is called a Stripe Express account. You can learn more about it here: https://woo.com/document/woopayments/account-management/access-stripe-account/.
