Landing Page

How would you go about creating a landing page? Would you create php templates?

Or are you using blocks for sections of the landing page such as the header, content, footer, etc.

I want to create a theme that I can use across projects but I stopped learning WordPress because blocks vs classic got me in paralysis analysis so I stopped.

I wouldn’t mind using a combination of both but use what method for what parts of a page?
