What you’re experiencing is actually correct. However, you’re not seeing the full picture since you’re trying to customise from mobile.
First off, the child and parent themes are considered “different” by WordPress and each of them have their own settings. You can read up on how that system works here – https://creativethemes.com/blocksy/docs/general/child-theme/
Now, regarding the elements, I would recommend customising the website from a computer, where you have full access to the Customiser. You’ll then be able to follow this tutorial – https://creativethemes.com/blocksy/video-tutorials/customization/how-to-use-the-header-builder/ – to see how to use the header builder.
