I want a plugin that allows people to sign up and automatically get email notifications when the site has new content added. It would ideally also allow them to log in so they can interact with the posts in a comments section.
I also need a comments section that will allow logged in users to post comments and interact with other comments, similar to how reddit does it. It would be nice if there could be some sort of user dashboard where they can manage their account, profile picture and other users can look at their profile and find all their interactions on the site. Being able to choose to be notified by email of comment replies and other stuff would be great too.
If these features could be free or a reasonable one time payment, that would be amazing.

I doubt you will find a plugin. But I would think a combination of Mailchimp & a CRON Job would probably at least get you going. As for comments on posts maybe DISQUS or ReplyBox?
RSS feed to Mailchimp as the automated email notifications, done it before it saves a heap of time, and go one step further and use Zapier connected to your fb and LinkedIn to automatically post to socials as well.
Then for comments try a member plugin, heaps here to choose from I don’t quite remember which will be the best but a lot of them hVe the option for profiles and commenting.
I use this sort of thing for my rough prototype of a news website, where users have different roles based on what they can do (journalists, readers etc), so when a journalist posts something new it gets sent to socials and an email is sent out to subscribers
