Hello!
I want to design pages for clients and implement the design in WP. My research so far has shown me that there are more approaches than I expected! How custom do I need to go? Is Elementor enough, or too limited? Do I focus on block design? Just looking for some advice before committing to learning any specific method, and to know if there are any clear opinions on what methods work best from the community.
The pages would be for small businesses and individuals offering their services. Probably no ecommerce for now. I have some experience from web development and UX design, so only need advice for the WP part of things.

EDIT: I am running my site locally via LocalWP
Use Laragon and set up a local environment.
Play around a bit.
Also, have a look into Kadence. Or Bricks Builder. There is some better stuff out there these days, especially for small sites. Not just Elementor.
I used Kadence AI yesterday to build a simple site, and while you DO have to go in after and edit wording and change some pictures, It is not bad at all! The time saving itself is amazing.
You get free credits to try too.
I do think you have to use the Kadence theme though? Not sure.
