Im looking for some guidance on a project im working on. Im looking for someone with any relevant experience that could guide me on what this project would cost, or how many hours a developer will need to make this. I know the price range (and quality) will vary greatly from what developer i choose, but any guidance is greatly appreciated. I’ve tried to sum up the project in short, so if there is any missing information, please let me know.
Were mainly using elementor to build our site if that is relevant.

Sounds more like something custom built than using a constrained builder.
Is this to be part of an already running website?

Are you trying to make a Saas product? Are you trying to take payment for any services?
I’m just trying to understand the value of what you are trying to create. An organization will have a preset structure to create a project site, so this is a project management tool?
Why does it have to be on WP? Why does it have to use elementor? Most professional developers (real developers, not people that just install plugins) will prob stay away from an elementor project, unless there is a strong case to not use Gutenberg.
This seems like something you should build without WordPress.
I think you might have to start by explaining your more general business goals. A good development team will be able to help identify the database structure and user experience flow to accomplish those goals.
You could build most of this with ACF/metabox/pods – and some custom-post types with relationships. The main difficulty I can see is that Elementor is a tool aimed at amateurs, and the job you want probably requires a professional… Maybe look for someone to build the post/relationship framework, and someone else to style/template it using Elementor.
I don’t know elementor but from what I’ve read it’s comparable to formidable forms, which is very capable of doing something like what you’ve described. Cost is a whole other discussion though. For a decent developer you’re probably looking at 75-125 hourly, sounds like your project is at least 40 hours but maybe more or less depending on how married to some of the aspects and how much the client(you) change the scope of the project and how polished you want it to look. You might be able to find a recent grad or designer to do the project for you a bit cheaper but may have to be more flexible on some of the finer points and things that require custom coding and scripting. Without meeting the client and discussing it further I would toss out a number around 5k but that could easily change after meeting with the client.
u/bik211 sounds possible in Elementor but you would need a CPT and custom field tool too.

You lost me with, “*Were mainly using elementor to build our site if that is relevant.*” Then you go on to insist on Elementor widgets or compatible blocks.
Why?
I wouldn’t even begin to bid a job like this without a lot more data modeling and a hard Elementor requirement would be a deal breaker.
Elementor is what it is, but if you want a dev you might consider soliciting their professional opinion before imposing arbitrary requirements.
Maybe it’s a site builder your looking for.
