You need to set the page you created as a static home page on the Reading Screen, see:

If by WP2023 you mean the TwentyTwentyThree theme, then I would recommend asking the question in their support forum:
If you don’t mean a specific theme: yes, of course this works with many themes. How it works depends on the theme. Again, I would recommend asking the theme support about it or looking at their documentation if it’s not obvious from the start.
