I know that I must fix tablet and phone screens after I finish the PC version, but for some reason the tablet and phone looks really bad, is this normal? or I made my website the wrong way?

Are you using a Responsive theme ?
You know you can modify the look and feel of how the site looks like on mobile and desktop by clicking the respective icons in WordPress and making changes accordingly.
However, you need to start with a theme that is responsive.
Most of the big name such as Astra, Generate Press, Kandence, are responsive themes.

Did you so something wrong? Well yeah, sounds like you didn’t bother to account for mobile/tablet devices when making your website…
If you’re making your own theme then you should be doing a mobile-first responsive design. So all of your CSS should initially be for mobile, then add in media queries to handle larger viewports. Doing desktop first will usually result in your mobile version being a bit crap. Mobile first is always easier to get things looking great across multiple devices/viewports.
If you’re not making your own theme then look for ones that say they’re fully responsive.
1- Which theme you are using ?
2- you are using built in theme template or create your own page from website builders ?
One thing i have to tell you that if you have created your website from website builder you have to make it responsive according to your sections on your page .
