The plugin allows you to enable any category by default. You can choose “Category default state” while editing any of the cookie categories. Make it “enabled” to change a category’s default state from inactive to active.
The necessary category should always be active and visible at the top of the list. Keep the word “necessary” in the slug to do this. If you can alter the slug name for the Necessary category to “necessary,” the aforementioned option is not mandatory.
