Need help, there’a commented code ibefore doctype, which causing so much trouble

For instance elementor page editor wont open showimany errors in console related to this. searched alot, found no solution. i made a backup with all in one migration and it was working absolutely fine on xampp server. but website is on godaddy wp deluxe hosting and after restoring backup issue remains. please if anyone faced it, help me out.

tried these but issue remains same, no idea what causing this, can only point at godaddy server at this moment because local server working fine:

disabling all plugin

changing theme

site health trouble shooting thing

many more
