Need Help with Adsense and Consent

We have a recipe blog, that doesn't sell anything, only shows ads at this point as a source of revenue. Only about 2 months up and running.

Last week, we received a notification from CookieYes that our implementation of consent for Google Consent Management may be incorrect with CookieYes. (We are using the Free Version of CookieYes)

So we began looking to implement GCM, through tags, and scripts and etc. All new to us mind you.

All the while, the revenue from adsense is significant dropped and google analytics is limited.

We followed the implementation steps from CookieYes website, and in Google Tag Manager, we confirmed all 7 values were showed up under Consent_Update.

With all that, we noticed that ads are not showing up at all unless consent is granted. It's not even showing 'non-personalized' ads

We are at a point where we don't know if the implementation itself is wrong, or if we need to purchase the paid subscription of CookieYes or maybe Cookiebot to get better features that can help with this, features (geo-tracking, or IAB TCF 2.2, or implicit consent) that are only available through a paid plan.

I've visited a few recipe blogs that also show ads, but don't have a consent banner pop-up asking for my consent? leading me to think they have geo-targeting enabled, or they aren't using banners at all and only guiding people to their privacy/cookie/gdpr policy? or maybe on another ad network other than adsense like MediaVine or Adthrive?

Anyone else dealing with this, or has dealt with this already that can shed some light? We're relatively new to the blogging world.
