I really wanna create something like on this website for different purposes but same system

I wanna replicate the system where users can submit a request and upon clicking create request they are presented with filters and different options and upon completing this request it is visible to the other visitors of the page
i wanna know if this is possible in wordpress and if anyone has any idea how i can achieve this through a plugin or other means
