This is more than likely not an issue related to the PayPal plugin. If you login to your PayPal business account and view the transaction, can you confirm if the customer’s address info is showing on the PayPal transaction page? My guess is the address info is there.
Also, WooCommerce performs validations when creating the WooCommerce object. If any required fields are missing values, WooCommerce will not allow the payment to be processed. That means the address info was populated during the checkout process. So, you probably have a plugin that’s saving an outdated reference to the WooCommerce order.

Thank you verry much for the informations provided.
The issue was related to Checkout Field Editor my old plugin, I have installed other version of checkout field and evrithing is working as it should, including apple pay my Payment Plugins on the same page.
