When I install and activate this, the options in the customizer expand. I see “General Options”, “Header Options” and more.
Don’t you see that? Then deactivate all other plugins as a test. Do you see them then? Then one of the deactivated plugins was to blame.
If that doesn’t help either, I would recommend you to contact the support of the plugin:

I did not notice I had activated Twenty Twenty-THREE, which does not yet have an “Options” plug-in.
I activated Twenty-One, which is the most recent version that has an “Options” plug in.
