Since this specific configuration sets a 60% scroll condition on all URL Paths you’re indicating it is best to add that condition only once. Then add the URL Paths as OR conditions within a single group.

Specifically, take note that I set the last group to match ANY ONE of the URL Path conditions so that 60% scroll will be paired with any one of those URL Paths.
