Payment gateway for high-risk business

I am really confused how websites like:

Selling Facebook likes / sell reddit upvotes / sell Instagram upvotes were able to link visa payments to their websites?

Isn’t this count as high risk profile and companies will not allow linking payments gateway to your website?
