Would you please check this screenshot and let me know why this fees is being deducted?
The plugin is showing you the transaction fee that PayPal charges and what your net payout from PayPal looks like.
and please explain the meaning of this fee too.
PayPal is not a free service, they charge a transaction fee. The plugin is showing you how much they are charging for the payment.
