The previous IPN endpoint was only used by the PayPal Checkout Gateway plugin (or the Standard integration) and can be disregarded/deleted if you no longer use any of the two integrations: https://www.paypal.com/us/smarthelp/article/how-do-i-stop-receiving-instant-payment-notifications-(ipns)-faq426
PayPal Payments does not use PayPal IPN, but instead transmits events via webhooks. This works similar to IPN, but better, and so you don’t need to enter a specific URL anywhere as everything is automatically configured by the plugin.

So this message is not coming from PayPal Payments. A quick check on your site, we were able to be redirected to the PayPal payment page successfully.

To assist you better, it would be helpful to understand your setup more thoroughly. Could you please share your current System Status Report? You can get it by navigating to the WooCommerce / Status section of your site. Once there, click the Get system report button, and then copy it using the Copy for support button.

Please upload the relevant log entries to our PrivateBin. After uploading, please share the link here so that we can review the logs in detail.
