This is happening for my customers and I have just tested a payment and same happens for me.
Steps:
I place an order with PayPal, I have an account and the order goes through for me. I get an order confirmation from Woo that the order has been received.
In Woo Orders, however, the order is shown as On Hold. In order notes, I get a PayPal transaction ID, then I get order set to ‘Pending’: The payee does not have a PayPal account (even though I logged in). I then get a third note that it is Awaiting Payment, order status changed from Pending Payment to On Hold.
