PDF download links not working

I’m at a loss

I need to add a bunch of PDFs to my website becuase they’re previews of products, but doing the exact same process for uploading them and adding the link just, doesn’t work on some of them???

I’m doing the exact same process, and some pdfs do download and others just refresh the page

what could be happening? I’m using elementor
